The Council is conducting the procurement exercise under the Light Touch Regime (LTR) Design Procedure set out in chapter 3 section 7 of the Public Contracts Regulations 2015 (PCR 2015) and the Public Procurement (Amendments, Repeals and Revocations) Regulations 2016.
There is a requirement for the provision for multiple disadvantaged vulnerable adults.
This often leads to health problems and social exclusion being exacerbated and the potential to rely on crisis or statutory services and high-cost care later in life.
Citizens in scope will be experiencing or have experienced two or more of the following:
Note refugees and individuals from migrant communities may fit into any of the above client groups.
The services are arranged by the following client groups together with the distinct services based on the service users’ requirements:
Client Groups:
The desired number of providers is stated as either Single or Multiple. Where there will be multiple providers the Council will decide the number of providers.
Except for those Lots listed below; the contract duration will be 5 years, unless terminated under the terms and conditions of contract, with the provision to extend for up to an additional 2 years subject to requirements and satisfactory performance.
Lot 2.5 - Discharge to Assess (Health and Homeless) Service; the contract duration will be 4.5 years unless terminated under the terms and conditions of contract, with the provision to extend for up to an additional 2 years subject to requirements and satisfactory performance.
Lot 3.3 - Domestic Abuse Refuge Service and Lot 3.4 Domestic Abuse Dispersed Accommodation; the contract duration will be 2 years unless terminated under the terms and conditions of contract, with the provision to extend for up to an additional 3 years, and an additional 2 years subject to requirements and satisfactory performance. These durations are based on the funding model.
