Business Growth Programme

The new £33 million Business Growth Programme (BGP) is delivered by Birmingham City Council’s Business Development and Innovation Team (BDI), on behalf of the European Regional Development Fund. The BDI team is committed to providing a high level of customer service to SMEs.

There are currently four grants available - please see details below.




Green Bridge Supply Chain Programme

Offers grant support of £20,000 to £150,000 towards project costs for supply chain companies operating in, or diversifying into the green economy.

The Green Bridge Supply Chain Programme is a component of the £33m Business Growth Programme, which is a comprehensive business support package part-funded by the European Regional Development Fund (ERDF).  As lead partner, Birmingham City Council and 3 Local Enterprise Partnerships (LEPs) are working together to deliver this important initiative, which covers the Greater Birmingham and Solihull,  Stoke-on-Trent and Staffordshire,  and The Marches LEP areas. 

The Green Bridge Supply Chain Programme is targeted at existing B2B Small to Medium sized Enterprises (SME) supply chain companies operating in, or expanding into the green economy, demonstrating quantifiable green benefit (i.e. energy efficiency, waste management, recycling and renewables).

Eligible expenditure includes:

• Capital expenditure
• New product development
• Market development

The Business Development Programme

Capital and revenue grants are available of £10,000 - £20,000

The Business Development Programme is a component of the £33m Business Growth Programme, which is a comprehensive business support package part-funded by the European Regional Development Fund (ERDF). As lead partner, Birmingham City Council and three Local Enterprise Partnerships (LEPs) are working together to deliver this important initiative, which covers the Greater Birmingham and Solihull, Stoke-on-Trent, Staffordshire and The Marches LEP areas.

The Business Development Programme is aimed at existing B2B Small to Medium sized Enterprises (SMEs) looking to expand, relocate and improve access to markets.

HS2 Supply Chain Programme

Offers of grant support of £20,000 to approx £167,000 towards project costs for supply chain companies which have, or are in the process of securing, or are preparing their company to be able to secure a contract for HS2.

The HS2 Supply Chain Programme is a component of the £33m Business Growth Programme, which is a comprehensive business support package part-funded by the European Regional Development Fund (ERDF). As lead partner, Birmingham City Council and 3 Local Enterprise Partnerships (LEPs) are working together to deliver this important initiative, which covers the Greater Birmingham and Solihull, Stoke-on-Trent, Staffordshire, and The Marches LEP areas.

The HS2 Supply Chain Programme is targeted at existing B2B supply chain Small to Medium sized Enterprises (SMEs) which have, or are in the process of securing, or have the ability to secure a contract for HS2.

Business Innovation Programme

Capital and revenue grants are available of £10,000 to £30,000  


The Business Innovation Programme is aimed at existing B2B Small to Medium sized Enterprises (SMEs) investing in innovative ”close-to-market”  products and services.

Types of eligible expenditure:

•  Capital equipment
•  Improvement of production processes and systems
•  New product development (concept development, prototyping, product testing and product launch)
•  Market development

Birmingham Small Business Loan Fund

If you are a Birmingham-based business or social enterprise looking for finance and unable to access any or all of it from a bank, this is a fund for you.

The Birmingham Small Business Loan Fund is supported by Birmingham City Council, peer to peer lender Thin Cats and Unity Trust Bank.  It has a total of £1m per annum to lend for three years – from 2017 to 2020.

The aim of the fund is to enable local businesses and social enterprises to access the finance they need to survive and thrive, protecting or creating jobs and boosting the local economy in Birmingham in the process.

The fund offers:
  • Loans of £10,000 to £100,000 for any business purpose, including to support cashflow
  • Repayment terms from six months to four years with no penalty for early repayment
  • Responsible interest rates
