Birmingham Energy Savers was developed as a partnership project and is led by Birmingham City Council, working closely with Urban Living, Family Housing and Birmingham Chamber of Commerce. Seed funding was provided by Be Birmingham and the Environment Agency, and the technical architects of the project are Encraft and Localise West Midlands.

The Pay as You Save pilot scheme within Birmingham Energy Savers is funded by the Department of Energy and Climate Change and monitored for them by the Energy Savings Trust.
